The IHUB SSO bears responsibility for managing Safety & Security protocols for the staff, assets, and reputation of the IRC within its coverage area. The position serves as the Safety and Security Focal Point (SSFP) for all IRC I-Hub staff and visitors. The position has technical guidance from the Safety and Security Manager, Kenya Program and direct supervision by the Deputy Director, IHUB.
a. Documentation and compliance (10%)
Ensure compliance with IRC S&S standards. Organize and produce participatory, context specific risk analyses. Lead, develop, implement, evaluate and update the Security Plan (SMP) for the I-Hub including Standard Operating Procedures (SOP) and Contingency Plans (CP). Ensure that Pre-Departure Information (PDI), onsite, and constant companion card documents are up to date, disseminated and implemented. Serve as a liaison to all relevant IRC regional staff including but not limited to: Human Resources, Logistics, Administration, Gender Advisor, IT, and the Emergency Coordinator.
b. IRC staff and visitor coordination and travel tracking (20%)
In partnership with relevant staff, ensure all staff and visitors receive a Pre-Departure Information (PDI) packet, including emergency contact numbers. Upon arrival, ensure that a S&S briefing is conducted within 24 hours, constant companion provided, and relevant communications equipment distributed and tracked. Maintain a tracking system for all IRC staff and relevant visitor’s travel for I-Hub, (the Kenya program is not included in this) and monitor the threat context whilst they are en-route. Ensure that they are added to any emergency notification group whilst en-route and when in Nairobi.
c. Facilities Inspection and Safety (25%)
Utilizing global standards, conduct regular assessment of all I-Hub facilities, including but not limited to expatriate housing both temporary and long term, conference facilities/hotels, offices, and others as assigned. Identify vulnerabilities and recommend corrective actions. Ensure monitoring and replacement of S&S equipment in IRC facilities (including fire extinguishers, smoke detectors, first aid kits etc.). Ensure the renewal of emergency stocks in IRC offices and make S&S recommendations for IRC long term housing. Ensure that the office/s have plans for evacuation and hibernation.
d. Information, emergency notification, and analysis (10%)
Identify and report information and events that could have an impact on the operations of the IRC. Recommend security risk mitigation measures adapted to the I-Hub context. Serve as a desk officer to collect and disseminate timely information/reports on the S&S context for the I-Hub. Maintain an emergency notification system and issue timely alerts to I-Hub staff. Provide liaison to local law enforcement and NGOs to remain current on the threat environment.
e. Training Program Management and Implementation (20%)
Develop, coordinate, and implement a training program for IRC I-Hub staff including, but not limited to:Basic Fire Safety, First Aid, and Personal Safety and Security. Provide administration and coordinate all the details of trainings such as booking rooms, acquiring hotel space as applicable, arranging lunch and refreshments, etc. Ensure all trainings are evaluated and provide administrative tracking of such evaluations and attendance rosters.
f. Incident Management (10%)
Manage safety and security incidents related to the I-Hub operations.
Ensure the reporting of these incidents following standard procedures IRC. Provide an analysis of incidents and recommendations to limit their impact and avoid repetition.
g. Other tasks (5%)
The SSO will be able to work on any task requested by her or his supervisor, to include participation in scribing, context analysis, writing reports, and other Critical Incident Management Team management (CIMT) related duties.
• Strong organizational and administrative skills required
• Attention to detail
• Skilled in Microsoft Office
• Experience as a trainer would be a bonus
• Ability to work independently
• Good command of English and Swahili languages (written and oral)
• Work experience in a multi-cultural environment
• Diploma in security training or 3 years work experience in NGO security industry in Kenya, with Knowledge of the Nairobi context
• Computer skills: Microsoft office- Word processing, excel and Internet
• At least year work experience with emergency notification systems
