Vacant Position: Program Quality Improvement Advisor

Activity: USAID Kenya / East Africa Mission Support for Journey to Self-Reliance Pivot (MSP)

Implementer: SoCha LLC

Company background: USAID / Kenya East Africa seeks to advance what self-reliance means for Kenya and the broader region.

To support USAID / KEA to align programming toward promoting self-reliance outcomes, SoCha LLC has recently been awarded and will implement a two-year (optional three-year) mission support program to enable USAID to pivot into this journey to self-reliance (J2SR). To support this journey, the J2SR program will support USAID/KEA to understand context, align programs, collect data, understand complexity, and apply learning to program adaptation.

Thus, the Journey to Self-Reliance program aims to:

  1. Strengthen monitoring, verification, and reporting systems;
  2. Improve the utilization of evaluations, assessments, and analyses to fulfill learning objectives and inform decisions;
  3. Improve internal and external coordination, collaboration, and learning;
  4. Enhance practices of learning and adapting; and
  5. Support strategy development and process management.

J2SR is both a support contract and a core learning mechanism for the USAID/KEA mission. J2SR will support USAID / Kenya and East Africa across all technical areas, operating in Nairobi, Kenya with travel in both Kenya and the East Africa region. J2SR will partner with local organizations and local firms and will work to build local capacity to drive ambitious development agenda throughout Kenya and East Africa.

This PQI Advisor will provide manage MEL requirements for project the MSP activity, oversee the PQI team, and support USAID and its partners in their MEL needs.

Client Relations and Communications 

The PQI Advisor will:

  • Support the Chief of Party and Work Order Manager in designing and compiling work orders based on USAID requirements.
  • Oversee the execution of approved MEL related on-demand work orders.
  • Work with clients within Mission to understand their needs and respond with creative and clear solutions.
  • Lead communication and client reporting for PQI team.
  • Ensure team updates project and work order tracker.

Team Management

The PQI Advisor will:

  • Manage the PQI team including the M&V Manager, M&V team, MEL Specialist and Database Manager.
  • Oversee M&V team and ensure they have the support, planning and resources necessary to meet their quarterly goals of 20 visits per quarter.
  • Ensure team successfully executes two MEL trainings per quarter for USAID and its partners.
  • Lead M&E Manager and Database Manager in executing client solutions.
  • Responsible for ensuring team produces high quality deliverables and maintain client deadlines.

Technical Leadership

The PQI Advisor will:

  • Oversee all technical quality for PQI Team.
  • Design themes and content for MEL trainings.
  • Create DQA plan. Design and oversee execution of DQAs.
  • Design and implement semi-annual mission survey.
  • Oversee MSP AMELP creation and maintenance.
  • Design SoW for EAA IDIQ and other evaluation, assessments and analysis as the Mission needs.

The PQI Advisor will be a part of the activity leadership team and will be responsible for other duties and requirements that come up as a part of activity management and execution.

Minimum Qualifications:

  • Master’s degree in economics, international development or a relevant field.
  • 10 years of experience in performance management, data management and analysis and/or MEL, with 5 of those years managing teams.
  • Demonstrated experience managing staff across multiple on-going projects and identifying and clearly explaining actionable findings.

Place of performance: Nairobi, Kenya with occasional travel within Kenya or East Africa region
