Job Vacancy: Monitoring & Evaluation Officer
The Christian Health Association of Kenya (CHAK), National faith-based organization of 576-member health units working in all the 47 counties of Kenya.
CHAK has a well-developed capacity and a vast and rich experience in the development and implementation of community health programmes across the Kenya, dating back to over 70 years.
CHAK is anticipating to implement a large and complex five-year USAID funded Community Health Networks (CHN) RMNCAH/FP project via a national subgrant from the Africa Christian Health Association Platform (ACHAP) in the counties of Kilifi and Kwale at the coast and Homabay and Migori south Nyanza region, with the objective of improving the capacity of the local community networks and primary health care systems to improve the uptake, access and utilization of RMNCAH/FP services thus reducing maternal and neonatal morbidity and mortality in the two regions.
The organization is therefore seeking to recruit qualified potential staff to support the implementation and management of the project as described here below:-
Monitoring & Evaluation Officer (#1)
Job Specification: The Monitoring & Evaluation Officer will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against outputs, outcomes and impacts.
S/he will lead analysis of data collected for assessment of progress and areas of improvement, guide reporting processes amongst technical staff, consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt and support all the technical staff in M&E functions.
S/he will work closely with local county health teams to build local MEL capacity at both community and health facility.
Specific duties will include:
- Developing a detailed AMEL Plan in line with USAID requirements, which will be updated annually;
- Conducting a baseline assessment which will serve as a critical reference point for assessing changes and impact;
- Designing data collection tools and training project partners on how to use them;
- Validating monthly data and preparing reports on project performance;
- Conducting DQAs and RDQAs in conjunction with county teams;
- Leading capacity building for health facility staff, community implementers (e.g. CHVs) and project staff to strengthen overall MEL systems;
- Leading data review meetings with various partners, including local implementing partners and county health management teams to discuss project performance;
- Designing and implementing data-to-action frameworks to enable evidence-based decision making;
- Leading in designing tools to capture key learnings and sharing them amongst project stakeholders for continual learning and adaptive programming.
- Minimum of a Master’s Degree in public health with M&E specialization, statistics, social sciences or a related field with a minimum of 5 years’ direct work experience as a senior expert in monitoring and evaluation in the health sector;
- Demonstrated expertise in quantitative and qualitative methodologies, operations research, Health Management Information Systems, reporting, data quality assessments, data analysis and presentation;
- Demonstrated experience in strengthening M&E systems, including building the capacity of local implementing partners;
- Experience with knowledge management, including building systems for collection and sharing learning to continually assess the efficacy of project implementation activities;
- Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple counterparts in both the public and NGO sectors;
- Demonstrated ability to build and maintain relationships with senior-level Government of Kenya officials, USAID, NGOs, private sector groups, cooperating agencies, and donor organizations;
- Experience working with USG programs and clear understanding of the regulations therein is strongly advised
- Proficiency in graphics presentations, use of STATA or SPSS, Excel, Access
